All tea whether it is Black, Pu erh, Oolong, Yellow, Green and White all come from the same plant Camellia sinensis and caffeine is a naturally occurring component in this species. However the differentiation of each type of tea comes from how each one is processed, fermented or oxidised which also impacts how much caffeine content is in each one. 

Herbal teas - also known as tisanes - does not come from the plant Camellia sinensis therefore they are caffeine free and a great alternative for those wanting to reduce their caffeine intake.
